iacipGuanajuato, Gto., July 5, 2019.- In order to strengthen democracy through the empowerment and participation of society and in the solution of social problems, the presentation of the Open Government Local Action Plan was carried out in Guanajuato.

The event was held in the General Auditorium of the University of Guanajuato (UG), where the President, Dr. Luis Felipe Guerrero Agripino offered a message in which he argued that a great slope in the country is the strengthening of the democratic state and attend to it requires the sum of actors and wills.

He noted that the action plan had two major benchmarks: an emerging one, which had to do with the need to transition to a culture of democracy based on trust in institutions; and another strategic one, which involves fostering a greater approach between government and citizenship.

He expressed his appreciation for the Open Government project and reiterated that the UG had joined this initiative, with a commitment to work for an education that complied with the democratic benchmarks that were reflected in the recent constitutional reform: relevance, quality, equity and inclusion.

It also stated that work was being made to promote a culture of peace and unrestricted respect for human rights in all educational programmes.

On behalf of the Governor of Guanajuato, Lic. Diego Sinhue Rodríguez Vallejo, the Secretary of Transparency and Accountability, Lic. Marisol de Lourdes Ruenes Torres emphasized that the Open Government intends to improve the relationship between society and government transparency; as well as combating corruption and improving public management.

The Commissioner of the National Institute of Transparency, Access to Information and Protection of Personal Data, Joel Salas Suárez was also present, who felt that there is a challenge of engaging the population in fulfilling the government's commitment to transparency, added that the great challenge is to empower citizens through information.

For her part, the President of the Institute for Access to Public Information for the State of Guanajuato (IACIP), Lic. Ma. Ducoing Valdepeña, detailed the thematic axes of the project.

In this regard she detailed that they are: Budget Transparency, Boosting Your Growth, Citizen Government, Open Parliament, Gender-Based Judgment, Open Data Model, and Improvement in Educational Services: Regional Equity Program.

Representatives of the public authorities, various government agencies, educational institutions and civil society organizations were also present at the ceremony.
