Celaya, Gto., September 12, 2019.- Urban law regulates land use, urbanization and building. Being a relatively recent discipline, the studies on this instrument applied to the state of Guanajuato were a great absence and became the subject of research of Dr. Saúl Albor Guzmán, author of the book "The New Urban Law of Guanajuato: sustainable public policies and citizen participation".

The researcher at the University of Guanajuato at the Celaya-Salvatierra Campus recalls in this work the constitutional right of people to live and develop in modern and sustainable cities.

Thus, it breaks down the fundamental concepts of urban law, matter of the General Law on Human Settlements, Territorial Ordering and Urban Development and walks through concepts such as dignified and decent housing, cities, climate change, inclusion social, production, quality of life, social participation, connectivity, research, planning; elements that together make viable the right of citizens to live in an environment that guarantees the enjoyment and enjoyment of spaces.

The new urban planning law in Guanajuato is called to answer the fundamental questions that arise around the growth of cities and how to make our cities and metropolitan areas the places where social development finds full satisfaction.

Dr. Saúl Albor's book is a mandatory reference text for students of Civil Engineering, Architectural Design, Geography, Law, Tourism, Business, who cannot circumvent nor elude in their professional practice the right of individuals to live in harmonious cities.

The academic proposes that the development of cities consider the environment; and it is ensured that economic, social and technological progress occurs in harmony with nature and emphasizes citizen participation in the formulation and implementation of public policies in the socio-environmental field.

In addition, he proposes the design of more compact cities that inhibit the growth of urban stains to inadequate areas and where economic, ecological and sustainable housing is offered; where visual quality, urban image and cultural heritage are protected and preserved; ensure safe, egalitarian, sustainable and efficient displacement.
