Guanajuato, Gto., August 31, 2016.- The presence of first level specialists in the constitutional subject, the multidisciplinary discussion, the generation of interest in this topics beyond the own university community and the joint work with the State's Congress to reflect on the legislative career in Mexico, were some of the most outstanding results of the XIV History Journeys.

It is about a very well chosen topic and timely that faces the commemoration –next year—of a century of the proclamation of the 1917 Constitution, commented Dr. Graciela Bernal, organizer with Dr. José Elias Guzmán López, of such event done by the Department of History from the Division of Social Sciences and Human Studies (DCSH) with the support from the LXIII Legislation of the Congress of the State of Guanajuato.

By the scholar's judgment, these journeys were very enricher, since at the light of diverse work tables and three master conferences, it was clear that the "Magnus letters don't just appear out of nowhere, but from negotiations, conflicts, agreements; so, what the specialists dealt with was to see altogether, not only the document itself. Review the constitutional career of the independent Mexico was a necessary exercise and this encounter did so. [...] It was to commemorate the constitution that rules us, but above all, to see the records, their schedule and the great amount of changes that has had."

Is a new constitution necessary?

The 1824, 1857, 1917 constitutions were analyzed in discussion tables and for each of the three master speakers: Dr. Hira de Gortari Rabiela, from the "Universidad Autónoma de México (UNAM)", addressed the Constitution of 1824 from the territory vision of the time; the second conference was by Dr. Catherine Andrews, from the Research Center and Economic Teaching, who analyzed the constitutions of 1824 and 1857 tracking some concepts that were inherited from previous constitutions; finally, Dr. Luis Barrón Córdova, from the Research Center and Economic Teaching, addressed in his exposition the Constitution of 1917, deepening in the agricultural distribution.

The academic act closed with a panel composed by Dr. Eduardo Pérez Alonso, from the Department of Law (UG); Dr. Aureliano Ortega Esquivel, from the Department of Philosophy (UG); M.A. Armando René Espinosa Hernández, from the Regular State Educational System; Dr. Guillermo Luévano Bustamante, from the Universidad Autónoma de San Luis Potosí, and Dr. Ma. Lourdes Cueva, from the Department of History (UG), who addressed the Constitution of 1917, questioning the validity and even relevance of elaborating a new Magnus Letter, given the large amount of amendments the current has suffered.

The State's Congress show historical documents

Within these journeys, and with the interest to approach the citizens to local history and the parliamentary tasks that are made, the State's Congress put up the documentary exposition "Legislative Power of Guanajuato: constitutional trajectory, 1822-1917" on the constituting experience in the state of Guanajuato, which will be open to the public during September in the patio of the –until a few days ago—the Legislative House of Guanajuato, located in Plaza de la Paz 77.

"It was very significant that the last act held in this historical building of the Congress was an academic event and, even more, an act of commemoration of the legislation of 1917," affirmed Dr. Bernal in relation to, since August 29, the State's Congress officially changed its venue to the new building of the legislative power.
