Guanajuato, Gto., October 24, 2016.- With the purpose to strengthen the safety of who are part of the University of Guanajuato (UG), an Agreement for the Safety and Prevention in the University Environment was signed between authorities from the three powers and levels of the government.
In the agreement's presentation, UG's General Rector, Dr. Luis Felipe Guerrero Agripino, applauded the attendance and commitment of the guests and commented that it is a transcendental event in matter of safety and prevention, by joining efforts of the university community with the essential support from the three levels of government.
The General Rector pointed out that today, more than forty thousand members create the university community, distributed in 42 venues, which have their own risks and traditions. Hence, he assured that the program seeks to strengthen the strategic interinstitutional liaisons to improve the technical and operative capacity, at the same time to optimize the capacity of an expedite response to the emergencies and safeguard the integrity and worthiness of their members.
On his part, the Secretary of Management and Development of the University, M.A. Jorge Alberto Hidalgo, cleared that the program was made based on the experience of specialists in safety, scholars, administrative personnel, professors and students, as well as other institutions to create a system of safety and strategies to satisfactorily make the main task of the institution, which is, education and comprehensive formation of their members.
He detailed that the university safety program considers five themes: 1) the liaison, prevention and participation of the university community; 2) institutional strategic development, command unit; 3) system of internal security and operative coordination; 4) attention to emergencies; 5) procedures in risk situations.
On his part, the Deputy Attorney of Specialized Investigation, Manuel Ángel Hernández Hernández, representing the State of Guanajuato's Attorney, M.A. Carlos Zamarripa Aguirre, commented that safety is task of the state, together with society and institutions; hence, the applauded the step taken by the General Rector to what he assured is up to who signed to firmly correspond.
Finally, the Secretary of Public Safety of the State of Guanajuato, Alvar Cabeza de Vaca Appendini, highlighted that the program considers the extension of the liaisons, agreements and other collaboration instruments with safety organisms in the different cities; the establishment of specific procedures in risk situations and emergencies; the agreement with the State's System of Coordination, Command, Control, Communications, Computing and Intelligence (C5i), that today is real; and finally the command unit, which is as much necessary to improve the coordination and effectiveness of the policies and procedures that will be implemented parting from the safety program.
It is important to reaffirm that this agreement will establish collaboration mechanisms so every instance, in its contributions and competencies, assume specific actions in favor of the safety of the members of the university community and their physical and community environment.

Herlindo Velázquez Fernández; from San Luis de la Paz, Ing. Francisco Flores, representing the Municipal President, Prof. Guillermo Rodríguez Contreras; from Yuriria, the Public Safety Director, Miguel Guzmán Orozco, representing the major Gerardo Gaviña González; the Municipal President of Guanajuato, Lic. Edgar Castro Cerrillo; from Irapuato, the Regent Víctor Manuel Zanella, representing the Municipal President Arq. José Ricardo Ortíz Gutiérrez; and from Leon, the Director of Crime Prevention, Lic.
