Guanajuato, Gto., November 14, 2016.- A discouraging panorama in migratory matter and exterior policy proposed researchers from the University of Guanajuato (UG) at the table of discussion "Results from the US elections 2016, run for your life?", where Dr. Fernando Barrientos del Monte, Dr. Daniel Añorve Añorve and Dr. Fernando Patrón Sánchez participated.

The table was led by the Director of the Department of Public Negotiation, Dr. Fernando Díaz Pérez, who recognized in first place that the results of the US Elections created more questions than answers, and to being the discussion, he proposed three basic questions, why did it happen? What propitiated those results? What is next?

Dr. Barrientos explained that the US electoral system, indirect, is founded on an ideological matter –contempt of the majorities—and a practice –territorial expansion—. Therefore, it sustains on an elitist view of the democracy.

The academic also exposed that, in the world, there is a trend for "right", "we are opening the XXI century with parties of the right, some of them, quite radical", and this must be considered as well to understand the electoral results in United States.

The speakers remarked that the profile of who voted for Donald Trump is, generally, white men, with low education, from small cities or rural zones, and sectors that have been excluded of the benefits of globalization.

Dr. Daniel Añorve, professor-researcher of the Department of Political Studies and Government, pointed out that Trump, is a character who "burst the rhetorical limits of the right" and in his speech appeals to myth, the idea to recover America, he is talking to less alphabetized white men, which is a large part of the country. Therefor, "a speech that appeal to the resented of the system."

Hillary Clinton was in change –he said—a warm candidate, who "didn't spoke to anyone in specific". Trump's audience was defined, in his distorted view, he thought the country was in danger, its religion, etcetera. Hence, they went to vote convinced that they had a mission, recover America; added the Coordinator of the Master of Political Analysis at UG.

To the question on how long will it stay as a campaign speech and which promises will become true, Dr. Añorve recognized that the names mentioned to be part of the elected President's work team are to be "feared."

He considered that the border wall, to be an iconic matter, if it is going to be built, and a way to do so could be imposing taxes to the remittances that are sent to Mexico, which sum around 25 thousand million dollars per year.

However, he considered unlikely to deport those who already a Social Security Number, since "Uncle Sam is not going to lose."

In this point, agreed Dr. Barrientos del Monte, ex-Director of the Department of Political Studies, who cleared that "the wall already exists, they just need to finish it", hence, it will be relatively easy for D. Trump to fulfill this campaign promise.

On his part, Dr. Fernando Patrón Sánchez, professor-researcher of the Department of Public Negotiation, sustained that now the republican agenda will be imposed in the American government decisions. And pointed out that they must consider two basic elements: budget and political agenda.

The ex-Director of the Department of Public Negotiation at UG trusted that after Trump's triumph, the Mexican government should adopt a less reactive attitude, "we cannot wait for them to act and we react", especially in a topic referring to a topic as migration.

While Dr. Barrientos recognized that Mexico is not prepared to face a radical change on United States policies. If we had high levels of education, there would be a place for science and technology, we wouldn't have problems of corruption and impunity, we wouldn't be so worried, he affirmed.

Regarding exterior policy, the analysts warned that terrorism could detonate, Trump could even plant fear among the population, and use this strategy to achieve reelection, sustained Dr. Añorve.

They also pointed out that the government led by Trump, will be more prone to ally with non-democratic regimes such as Russia and China, and the European Union will be –which until now had allied with US—who could be the counterweight.

The discussion table was organized by the Division of Law, Politic and Government through the department of Public Negotiation and the Academic Body "Government, Institutions and Organizations in the context of globalization."
