se-presenta-libro-seguridad-politicas-publicas-ug-ugtoGuanajuato, Gto., November 21, 2016.- Before public servants from the three government levels and military authorities, was presented the book "Public Safety and policies", edited by the University of Guanajuato (UG) and the Executive Secretary of the State System of Public Safety, work that has the collaboration of several university scholars.

The text was presented at the Mesón de San Antonio with the attendance of Lic. Francisco Mijangos Ramírez, Executive Secretary of the State System of Public Safety and Dr. Eduardo Pérez Alonso, Director of the Division of Law, Politics and Government (DDPG) of Campus Guanajuato, representing Dr. Luis Felipe Guerrero Agripino, UG's General Rector.

In his message, Lic. Francisco Antonio Chagoya Méndez, Coordinator of Technical Liaison with instances of the Executive Secretary of the State System of public Safety, referred that the books is one of the actions derived from the state program of government with the purpose to generate divulgation of specialized knowledge.

This way, a specialized document is generated in matter of public safety elaborated with academic rigor and methodology, with reflections of diverse national and international actors, that contribute to the construction and implementation of public policies in the matter.

He revealed that the realization of the work was carried out parting from a collaboration agreement between the University of Guanajuato, the Department of Government and the Executive Secretary System of Public Safety, and their elaboration was financed with resources of state precedence to print 2,500 units.

The document has a part for public policy, and in the second section they develop seven texts that address punctual topics of safety, in which these collaborators contributed: Isis Albarrán García, Encarna Bodelón González, Héctor Chincoya Teutli, Julio César Kala, Susana Martínez Nava, Eduardo Pérez Alonso, Teresita Rendón Huerta Barrera, Ricardo Rodríguez Luna & Jesús Soriano Flores.

On her part, Dr. Eduardo Pérez Alonso, celebrated the institutional effort of binomial –State and University—that mustn't walk apart in matter of public safety, and Guanajuato being a leader in the implementation of the accusatory penal system, he said, represents a work in which there's an academic analysis of such topic.

They expect this book to be the first of several works where the society, the University of Guanajuato and authorities can make an exercise of transparence to improve this activity of the State "that today we perceive as a crushing way that must be reviewed, restructured and reformulated", sustained Dr. Pérez Alonso, who for the text wrote an article called "from the crime's victim to the victim of the human rights", where they make a comparative of state legislations.

Dr. José Jesús Soriano Flores also spoke, professor-researcher at the Department of Law, to comment about the work, the importance and general theme of the book, from the work that he wrote, related with "Human Rights and Public Safety as an indissoluble binomial" and some conclusions on the work.

Also present were Lic. Christian Manuel Ortiz Muñiz, General Director of Citizen Safety of the city of Guanajuato, authorities of the XVI Military Zone, magisters of the Supreme Court of the State, scholars and functionaries, as well as representatives of the Local Congress.
