
Guanajuato, Gto., February 8, 2017. With the objective to strengthen the mechanisms of internal control and secure the culture of giving results, the University of Guanajuato (UG) signed an agreement with the Superior Auditory of the State of Guanajuato (ASEG) to make coordinated reviews, promote professionalization of the personnel and the social participation in the follow up of the public management.
With this agreement, the House of Studies and ASEG position as a national referent in the subject, since there is no other effort in the country coordinated between institutions to avoid duplicity in the audit efforts of the exercise of public resources.
During the event, UG's General Rector, Dr. Luis Felipe Guerrero Agripino, pointed out that a fluid scheme of giving results implies teamwork and assume that public institutions assume a common responsibility.
Besides, he mentioned that –in matters of transparency—ASEG personnel will incorporate the committees of acquisition and work of UG, that until now are integrated only by members of the House of Studies.
ASEG's head, M. Javier Pérez Salazar, explained that with the passing of the General Law of the Anticorruption National System, it will be necessary to work in coordination with the organs of control –that in Mexico sum more than three thousand--. This agreement is the first example of a coordination effort in this matter, he highlighted.
UG's General Comptroller, M. Adriana de Santiago Álvarez, pointed out in her message that UG, as a public entity, its obligated to give results and is subject to permanent control and audit. Therefore, "we must reinforce this culture of transparency and assume these processes as ordinary", which implies to assume the auditing organs as allies.
The agreement established that the House of Studies and ASEG will coordinate for the execution and planning of joint audits, regarding the foreseen procedure in the Law of Superior Audit of the State of Guanajuato. Likewise, they seek to increase the reach and the quality of the audits and create a wide training program in the exercise of the public function.
The agreement had the signature, from UG, of the General Rector, Dr. Luis Felipe Guerrero; of the Secretary of Development Management, M. Jorge Alberto Romero Hidalgo and the General Comptroller, M. Adriana de Santiago.
As well as ASEG's head, M. Javier Pérez Salazar; the Special Auditor of Financial Fulfillment, CPA Tomás Martín Hernández Gaytán and the Special Auditor of Evaluation and Performance, M. Gerardo Arroyo Figueroa.
Given the relevance of the agreement, during the signing, the main authorities of the general rectory were present, also, from the four campuses and high school college; as well as a delegation of functionaries of the Superior Audit of the State of Guanajuato.
