
Guanajuato, Gto., February 28, 2017.- Facing the new United States migratory policies, the Higher Education Institutions of the state of Guanajuato plan to implement measures to ease the educative, cultural, economic and social insertion of the Mexican who establish in the entity.
Based on the Agreement of the State's Commission for the Planning of the Higher Education (COEPES) to form the Special Commission responsible to elaborate the proposal of attention to migrant students, led by Dr. Luis Felipe Guerrero Agripino, General Rector of the University of Guanajuato (UG), it was held the first work meeting where representatives of educative institutions and governmental dependencies participated.
The Special Commission is composed by the Universidad Politécnica de Pénjamo, the Universidad Politécnica de Juventino Rosas, the Universidad Tecnológica del Suroeste de Guanajuato, the Universidad Politécnica de Guanajuato, the Department of Education, Science and Higher Education and M. Paolo Mario Moretto Piovensan, social representative.
Dr. Guerrero Agripino sustained that the new migratory policies of the American government and the uncertainty and vulnerability the migrants live in US, forces to take a posture in the educational area, "It is about a social problem, of humane class", that involves all the country.
Facing this, "which is an emergent situation", UG's General Rector, called to sum wills and generate a joint, interinstitutional proposal, that –on behalf of COEPES—it can be presented to the state government and offer the Mexicans in Guanajuato options to incorporate to the educational or work system.
The starting point to listen the contributions of the meeting attendants, was the presentation of a series of proposals from Dr. Guerrero Agripino, as well as the expo of the General Director of the State Institute of Attention to the Migrant of Guanajuato and their Families, Lic. Susana Guerra Vallejo, who offered data that allow to dimension the problem of the migrant's return.
She informed that in 2016 there were more than 219,000 deportations, from which 14,313 were people of Guanajuato. The largest part of them have established in the industrial corridor, however, there is migrant movement in the 46 cities of the state, she cleared.
Given the current context, she made a respectful exhort to the universities so they sum the generation of alternatives and research that function as a base for the formulation of assertive public policies.
Some of the options analyzed were: ease the registry, inscription and revalidation processes for the returning migrant's incorporation, customs exemption, as well as offering orientation and support to certify work competencies.
Likewise, strengthen the tutoring to accompany the insertion of the migrants and prevent desertion, provide psychological support, favor the process of obtaining scholarships, ease the acquisition of competencies in Spanish and the best use of their knowledge of English.
In the same way, it was considered relevant to consolidate the communication with sister American universities, and use the agreements with them in benefit of the deported migrants.
In his intervention, the Delegate of the Department of Exterior Relationships (SRE), Lic. Jorge Enrique Mendizábal del Castillo, celebrated that the higher education institutions are getting involved in the topic and planted the possibility of incorporating this analysis to representatives of the National Institute of Migration (INM), as well as creating a balance of what each federal and state dependency is doing, and generate a strategy to ease the access to information for the migrants.
After listening the postures of each of the participants, UG's General Rector reiterated that the intention is for COEPES to establish a posture of maximum openness and flexibility, in benefit of the migrants who return to Guanajuato.
In the meeting were present, in addition of the members of the Commission, representatives of the Institute of Financing and Information for the Education (EDUCAFIN), from the State Direction of Attention to the Migrant and their Families, from the Delegation of the Secretary of Exterior Relationships in the state, representatives of the Executive Secretary of COEPES and authorities of the University of Guanajuato.
