Mérida, Yuc., March 11, 2018.- The commented edition of the Political Constitution of the United Mexican States, which integrates the reflections of 129 scholars, politicians, philosophers, historians, jurists, legislators and political actors, was presented at the International Reading Fair Yucatan (FILEY) in an event led by the coordinator of the work, Dr. Luis Felipe Guerrero Agripino, President of the University of Guanajuato (UG).
It is a work carried out in the framework of the centenary of the Magna Carta, in a practical and didactic format; with a language accessible to all readers, said Dr. Guerrero Agripino.
The commented edition had two main purposes: the first, to foment the culture of the legality in our country, to build a better citizenship regarding "the minimum information that we must have of what is the legal, political, ideological and historical text of a country," he declared.
There is another, deeper purpose. "The idea of influencing the strengthening of the constitutional legal dogmatism", favoring the idea that the constitutional text is not only a list of precepts, but reflects a country model and orients us around a democratic regime of law. That is the maximum aspiration that we have, said the President of the UG.
The Political Constitution of the United Mexican States is one of the most extensive, and one of the most reformed in the world. The 1917 Constitution has 136 articles, and to date it adds almost 700 reforms; 114 have been substantially reformed.
Citing a study by the Institute of Legal Research of the Universidad Nacional Autónoma de México, Dr. Guerrero mentioned that from 1964 to 2015, the Constitution went from 27,000 to 66,000 words, and 80% of its articles have been modified an average of 5 times each.
In analyzing the motives of these reforms, the Doctor in law called for solutions to the country's major problems through various strategies and not only by making reforms to the constitutional text.
Previously, Dr. Benjamin Valdivia Magdaleno, writer and academician of the UG, reflected on the meaning of the Magna Carta, and said that "it is what constitutes the country, what makes it; create a country. "

Therefore, he emphasized that for the University of Guanajuato the commented edition of the Constitution is a very important project because it allows him to reflect on how the country is constituted, the transformations that it has had and to consider what is following for our homeland.

The editorial coordinator of the UG, Dr. Elba Margarita Sánchez Rolón, stressed that the publication compiles many voices that contribute to give a broad perspective of a text that fulfilled one hundred years in 2017, at the same time, it gives an account of the academic work That takes place in the university and the capacity it has to dialogue with its academic peers
The presentation of the commented edition of the Political Constitution of the United Mexican States was developed as part of the program UG prepared for the International Reading Fair Yucatán (FILEY), where the university was one of the guests of honor.
