
Guanajuato, Gto., December 7, 2018.- The book, "El Derecho Administrativo ante la crisis actual del estado liberal" (The Administrative Law in the actual crisis of the liberal state) was presented in the VIII International Congress and the X Mexican of Administrative Law which was held at the Division of Law, Politics and Government (DDPG) of Campus Guanajuato of the University of Guanajuato (UG).
The commentators were Dr. Jorge Fernández Ruiz and Dr. Juan Francisco Pérez Gálvez, moderated by Dr. Teresita de Jesús Rendón Huerta Barrera, Rector of Campus Guanajuato.
It is a work that contains 25 essays conducted among the congressmen, who underwent peer arbitration and contains avant-garde work that a pleiad of jurists worked specifically for this Congress.
Dr. Rendon explained that, as in other Congresses, it has been tried not to publish memories of these, but works previously analyzed by peers, which raises the category to the academic part, and product of this work, is the case of the book.
The first of the commentators was Dr. Fernandez Ruiz, lawyer at the University of Guadalajara and graduated in economics from the Instituto Politécnico Nacional, master's in public administration; PhD in law from UNAM; Doctor honoris causa by the University of Guadalajara and member of the National System of Researchers, level three, among many other distinctions.
In his remarks, he noted that the book contains 25 essays by various authors, which is an arbitrated, topical, transcendent, now that the world suffers from a total crisis in all its latitudes because the liberal state that replaced the absolutist state was prevailing, who found "Christian sepulture" but "healthy-as-a-horse" as said Zorrilla, paraphrased, as reborn in the neoliberal state, which is what has the majority of the world population in poverty and only a few thousand large capitalists the owners of the world.
In that tenor, he stressed that administrative law, with its regulatory spirit, tries to contain the abuses of the powerful, and is the guide and light in this battle of claiming the rights of the majorities, so it welcomed to have coordinated, along with Dr. Rendon Huerta, this important specimen.
For his part, Dr. Juan Francisco Pérez Gálvez, is professor at the University of Almería of the Master of Administrative Law, author of more than 180 scientific publications, coordinator of various collective works, and lecturer in conferences, seminars, conferences and specialized courses.
In his opinion the book is a magnificent work, with suggestive themes, modern, current, breaking and that somehow advance the knowledge to be a mature work, teachers who know the subject and the suggestive thread on the right to the crisis of the Liberal state.
On that issue, he stressed that there is a serious problem in Europe with the return of fascism and that it is likely related to phenomena such as Brazil, France, Germany, because today the world "is more unequal than 10 years ago", the social contract has broken and there are reasons to revolt.
It then held these meetings where university academics and students, address transcendental issues and seek to provide solutions, so thanked the academic coordinator of this Congress, Dr. Rendon Huerta. It is worth mentioning that at the end of the presentation, the participants received a copy of the book.
