Guanajuato, Gto., December 14, 2018.- Students and teachers of the University of Guanajuato (UG), developed a proposal for a public policy of care for returning adolescents migrants, which could be implemented through the Executive Secretariat of the State System of Protection for girls, boys and adolescents of the state of Guanajuato.

This proposal, titles "inclusive education for returning migrant adolescents in the state of Guanajuato", was designed by students, teachers and directors of the Department of Political Studies and Government of the Division of Law, Politics and Government (DDPG) of Campus Guanajuato of the University of Guanajuato (UG).

In a formal ceremony, the document was given to M. Patricia M. Manrique, Executive Secretary of the State System of Protection for Girls, Boys and Adolescents of the System for the Integral Development of the Family of the State of Guanajuato (DIF), who revealed that this proposal will be considered by the organism to, in the future, implement the proposed actions.

Dr. Carlos Román Cordourier Real, Director of the Department of Political Studies and Government, on behalf of UG, the Rectory of Campus Guanajuato, Academic Secretary and the Cloister of Professors of the Department he leads, gave the document which contains a formal analysis and a well-documented diagnosis of the people who return in adverse situations and which cities have more population in those conditions, according with data from INEGI.

He mentioned that this is a design proposal of a program oriented to the adolescents who return to the state titled "inclusive education for the returning migrant adolescents in the state of Guanajuato", a work that proves that this university not only cares about developing knowledge but fulfills one of UG's objectives of integrally form people.

In addition of the technical skill in the elaboration and design of public policies, humanism and sensitivity are involved to recognize us in other people as citizens and human beings who deserve respect for their rights, among them the one of the educations, he stressed.

On the other hand, Patricia M. Manrique, thanked on behalf of the Secretariat that she heads, of the DIF system, of the executive of the state, the delivery of this proposal, also result of the framework agreement signed with the UG, institution that knew that it was going to respond in a favorable way in the creation of current and relevant materials, in the case of the rights of girls and adolescents.

"Take for granted that the next session of the system," she said, will present the proposed design, in order to promote it and to give it follow-up that is reflected in actions and protection of the rights of our conational.

It should be noted that it was Dr. Román Armando Pérez López, professor in the degree in political science, who worked during the semester August-December with students of undergraduate and master, the proposal of a public policy of attention for returning adolescent migrants, as part of the actions derived from the framework agreement between UG and DIF Guanajuato.

This proposal is focused on the administrative and adaptation problems of adolescent returnees, which seeks to address problems associated with registration and adaptation to the school system faced by adolescents who lived in the United States and by various Reasons have returned to the state of Guanajuato.

The design of the programme is one of the actions derived from the Framework Agreement on Administrative Coordination and collaboration for the implementation of measures for the prevention, promotion, protection and restitution of the rights of girls, boys and adolescents, which was signed between UG and DIF on June 1 this year. As part of this commitment, the proposed programme is associated with two thematic areas of the Framework Convention: One, coordination of actions and specific programs for the rights of girls, boys and adolescents; and two, technical support for the realization of rights diagnoses.

The delivery was also attended by Dr. Román A. Perez as head of the design of the policy, as well as professors and students of the master's in political studies and of the degree in political science that participated in the different stages of the construction of the Program.

The design of public policy was part of the activities of vocational training and social responsibility that students receive, because although the program seeks to address a specific problem, values are also promoted among students and, if Implemented, it would be favored among adolescents to return the identity, recognition and appropriation of both the Mexican and the Guanajuato.

To finalize the ceremony, participation records were given to the participating professors: Dr. Miguel Vilches Hinojosa, Dr. Jesús Aguilar López, Dr. Román Armando Pérez López, Dr. Carlos Román Cordourier; And the participating students:
