CongresoGuanajuato, Gto., May 8, 2019.- With the denomination 'Right to the city, heritage and resilient urban environments', the 2nd National Congress on Environmental Law and Climate change, organized by the Department of Environmental Management and Sustainability, was inaugurated at the University of Guanajuato (UG), of the University Social Responsibility Unit (URSU) and the Division of Law, Politics and Government (DDPG) of the University of Guanajuato (UG).

This Congress has the objective of promoting the exchange of knowledge, research, models and postures in relation to the construction of sustainability and the attention of climate change and is carried out during the 8th and 9th of May having as scenario the UG's General Auditorium.

The event includes panels and keynote lectures on two thematic axes: 'Right to the city, Natural Heritage and society' and 'Urban governance and Resilient cities '.

The 2nd Congress began with the inauguration by the university authorities and with the presence of the invited speakers; The conference was followed by the keynote "Water as a strategic axis of resilient urban environments. Importance of an adequate and sufficient normative framework "by the Colombian specialist Dra. María del Pilar García Pachón, from the Universidad externa de Colombia.

Subsequently, the Mtro. Edgar Villaseñor Franco of the Institute (ICLEI) gave the conference "Cities against Climate change" and at the end they offered the papers "the right to housing in the cities heritage of Humanity, Guanajuato case" by José Manuel Martínez Rosales "Causes and effect of SMEs: Towards a friendly transition of SMEs, cities and people" offered by Sergio Eduardo Sandoval Ávila.

Continued, "The urban transformation of the municipal headwaters of San Juan del Río, Queretaro", taught by Taidé Báez Velázquez; "The concepts of right to the city, environmental law and the Philosophy of Law", by Juan Manuel Rodríguez Torres, José Esteban Hernández Gutiérrez and Paulina Ivette Vargas González; "Legal framework for urban adaptation and mitigation to climate change in Mexico", by Stephanie V. Ascencio Serrato; "The exploitation of the patrimony in the city of Guanajuato and its affectation in the right to the city, 1988 – 2019" in charge of the Mtra. Ada Marina Lara Meza and Dr. Armando Sandoval Pierres, both speakers of the UG.

Later, the conference closed with the Panel of experts called "Right to the city, Natural Heritage and society" in which the Lic. María Isabel Ortiz Mantilla and Lic. Juana Estrada Rangel, Secretary and legal director of the Environment and Territorial ordering of the government of the state of Guanajuato, respectively; Dr. Felipe Macías Gloria of the academic body of Lesgislación, society and patrimony of the DDPyG, and that of the secretariat of Environment and Territorial ordering; as moderator, Dr. Eduardo Pérez Alonso, Director of the Division of Political Law and Government.

On Thursday 9 will begin with the keynote "Judges and Cities: an analysis of the resolutions and precedents on land use in Mexico", taught by Dr. Camilo Saavedra Herrera, Faculty of Political and Social Sciences of the National Autonomous University of México (UNAM). The papers will then be offered "urbanization process, urban environmental sustainability and urban Resilience (Aldama, 1975-2019)", "public urban parks and Resilience of the city of Toluca", "applications of legal provisions International environmental issues for the sustainable development of ten rural communities in the state of Guanajuato", "environmental taxes on pesticides in NAFTA (T-MEC) challenges in Mexico", "Actions for the objectives for sustainable development ".

The Congress will continue with a panel of experts: "Urban Governance and Resilient cities", with the participation of Lic. Karina Padilla Ávila, environmental and Territorial Planning Procurator of the State of Guanajuato; Mtra. María del Carmen Mejía Alba, General director of environmental management of the municipality of León, Guanajuato; Dr. Antonio Olguín Torres, of the academic body of legislation, society and patrimony of the DDPG de la UG; and the moderator will be the Mtro. Dante Acal Sánchez, head of the Environmental Management and Sustainability Department of the URSU of UG.

In the opening ceremony of the 2nd National Congress on Environmental Law and climate change were also present officials from various government agencies, university authorities and students from the various degrees of the Division of Law, Politics and Government of UG's Campus Guanajuato.
