
Guanajuato, Gto., November 23, 2015. The General Rector from the University of Guanajuato, Dr. Luis Felipe Guerrero Agripino, was present in the first day of activities in the 2nd International Congress of Prevention of Violence and Delinquency which gathers experts from seven countries, officers, academic and other social actors.
The event occurs in November 23 and 24 and has the purpose to address in a multidisciplinary way the problem of delinquency, emphasizing in its prevention, for which workshops such as "Art in the process of social re-insertion", "Prevention of violence from a restorative perspective" and "The focus of therapeutic justice in the attention of victims and witnesses" occur.
Among the programmed activities, there are some conferences that stand out such as "Transnational organized delinquency, challenges of the international criminal policy" in charge of the Honorary Rector from "Universidad de Castilla-La Mancha, Dr. Luis Arroyo Zapatero; "Equity of gender and violence prevention", from Ana Silvia Monzón Monterroso (Guatemala) and "Management of citizen security: From the prevention to the control of felony", taught by Hugo Acero Velásquez (Colombia).
At the opening ceremony, State Governor, Miguel Márquez Márquez, said that this congress represents an opportunity to listen several voices, learn from expertise, and practice from other countries.
He emphasized that in matter of security the intention is that the citizens be the main actors, so the continuity of the social programs is guaranteed.
He commented that the college students have and important role, because through their social service, they can mold an authentic social calling, "we are wasting hours, days of so many youth that could contribute in transforming the country", he warned.
In the same sense, the Secretary of Public Security, Álvar Cabeza de Vaca Appendini, sustained that the proactive participation of society is indispensable in the government action.
At the ceremony, State of Guanajuato's Attorney, Carlos Zamarripa Aguirre; the President from the State's Supreme Court of Justice, Miguel Valadez Reyes; the President from the State's Congress, Libia Denisse García Muñoz Ledo; the Major from Guanajuato, Edgar Castro; officers, academic and representatives from the civil society were present.
