
León, Gto., March 16, 2016. Dr. Jesica Vega Zayas and Dr. Jacobo Herrera, professors of the Department of Social Studies of the University of Guanajuato Campus Leon, together with M. Evelin Aguado Jiménez, Director of the Citizen Observatory Leon, analyzed the crime rate in Leon from 2011 to 2015 as well as the Program of Municipal Government (2016-2018) in the particular axis of safety.
The conference was organized by Dr. Alex Caldera, Coordinator of the Seminar "Dynamic and emergent changes in Latin America" and the laboratory of Analysis of Public Policies for the local development.
Evelin Aguado was responsible to provide numbers of the elaborated report by the Citizen Observatory, that reveals the crimes with more incidences in the city. She informed that Leon in 2011 occupied the eighth place in black numbers, meaning those crimes that are never brought to justice or those without a previous investigation; it is worth mentioning that according to the report, of 100 crimes only 6.6 begin an investigation.
Professors from the University of Guanajuato commented the data from the report of the Citizen Observatory, which allowed making a comparative study by year; the increase and decrease of the crime conduct. They also analyzed the cybercrimes which have grown exponentially nationally, such as identity theft.
On her behalf, Dr. Jesica Vega highlighted the importance of safety and the need to testify the data made by organization such as the Citizen Observatory to approach the citizens, know their needs and have a real impact that benefits it.
Likewise, mentioned the factors that have presented in the state and influence, so they present as crime behaviors, such as demographic growth and the lack of continuity or programs against crime. "Safety is part of people's needs and helps have a better quality of life" she pointed.
Dr. Jacobo Herrera commented that there still exists an unawareness of society about their rights, and the instances where they need to go to denounce a crime and begin the process, he also mentioned that from the government there is no coverage of the study of the victims in the municipal program (2016-2018) in its particular axis of safety.
He added that "maybe there is not a noticeable amount of homicides with the signature of organized crime, but robbery to street walkers, businesses and houses has a serious increment."
He also pointed out that they must properly define the delinquent conducts and put aside terms that are not typified such as the "abduction." In addition, pay attention to the increase of crimes against women.
