Guanajuato, Gto., May 4, 2016.- Within activities of the inauguration of the Journey of Training which is led by the Department of Public Safety of León with the student community from the University of Guanajuato (UG) Campus León, the General Rector from the house of studies, Dr. Luis Felipe Guerrero Agripino, dictated a Magister conference with the topic "Culture of Legality".

The event which took place in the venue San Carlos from Campus León, had the fundamental objective to promote among the youth the culture of legality, and propitiate a culture of self-protection, which requires the sum of all efforts from the three government branches and the Maximum House of Studies from the state.

In the inauguration, UG's General Rector, Dr. Luis Felipe Guerrero Agripino, was a guest speaker, specialist in Criminal Law, who has centered his work as a researcher in the theory of crime.

In his talk, Dr. Guerrero pointed out that the culture of legality does not imply knowing all the law, but it is necessary to understand the phenomenon of criminality as something that emanates from a determined context, because only by understanding it, they could implement an adequate criminal policy.

The State –understood as society and government—is legitimized to use all the resources at his reach to fight crime. And in the Criminal Law area, is "the most thorough and most drastic, but seems that we like it a lot to go to it," hence, he warned the necessity to use it only when it is strictly necessary.

Dr. Guerrero Agripino highlighted, that no one is exempt from making any crime; therefore, we need to build and relate with the Criminal Law in the most rational way, meaning, so there can be a balance through the use of force applied by the state.

In this sense, the highlighted the importance of going to prevention, and working to get to the social base, to propitiate better conditions for these and future generations.

On his part, when giving the welcome message to the event, the Rector of Campus León, Dr. Carlos Hidalgo Valadez, pointed out that UG actively works to provide a better coexistence space, so it has tightened the collaboration bonds with the city.

He mentioned that UG provided the work of expert faculty in the matter of safety and in the area of research, course teaching, advice and support in training, and they work in negotiating spaces for the realization of social service of college students, school brigades and other actions to promote a culture of legality.

In his intervention, the Secretary of Public Safety of the State, M. Álvar Cabeza de Vaca Apendini acknowledged UG's General Rector to encourage this type of activities, which involve the youth and allow to build better communities and encourage the spirit of solidarity, fundamental elements to live in society.

While the Secretary of Public Safety in the City, Lic. Luis Enrique Ramírez Saldaña thanked the university authorities, as well as the three government branches for the facilities to work in a coordinated way.

The major of León, Lic. Héctor López Santillana, also expressed his satisfaction for these kind of actions that strengthen the State of Law and involve the social actors in fighting delinquency.

At the opening ceremony were also present the Coordinator of the Federal Police in the State of Guanajuato, Commissary Miguel Ángel Simental; representing the Delegate of the Republic's Attorney General, Lic. Jaime Porfirio García Bello, Lic. Adriana Bolaños; Attorney General from the University of Guanajuato, M. Mauricio Alejandro Murillo de la Rosa; the Director of Prevention of Crime, Combat of addictions and civil participation, Lic. Elías Lira Mares and the student of the degree in Public Management, Ismael Vladimir Reyes.

As special guests attended university authorities, functionaries from diverse instances of security and members from the university community.
