León, Gto., May 5, 2016.- Students from the program of Culture and Art from the University of Guanajuato Campus Leon assisted to the conference "The state and cultural policies: where is culture going?", which had the participation of Dr. Eduardo Nivón Bolán, with whom initiated the activities of the second edition of the Seminar of Culture and Heritage.

In the opening ceremony, which was held in the Auditorium Jorge Ibargüengoitia, Dr. Eduardo Nivón made a brief review to provide context of the cultural policies that have been developed throughout history and the particular focus in France and England, countries where the first cultural institution were negotiated.

The speaker highlighted the role of cultural institutions and their link with the state and the natural interaction among political actors, public servers and cultural managers that seek to build public policies channeled to strengthen the identity of a country, as well as the exercise of a natural law which is culture, besides having to maintain the freedom of expression in its different social, artistic and cultural manifestations. "There is no cultural policy without an institution and the mission is to democratize the culture and make it accessible for people" he pointed.

Equally, he made an analysis of the role of education and its relationship with culture, mentioned historical aspects that branded the path so some cultural institutions emerged and the role performed by politicians and government functionaries to achieve a greater access to culture.

Lastly, he mentioned the changes that have presented in our country such as the creation of the Secretary of Culture and the transcendence and benefits that it will have to support the negotiation of cultural diversity.

It is worth mentioning that the Seminar of Culture and Heritage has seven dates programmed throughout the year with the participation of professor-researchers of the Department of Cultural Studies from the University of Guanajuato, Campus León.
