Guanajuato, Gto., May 13, 2016. Fulfilling the institutional commitment to encourage the construction of a juster and respectful society on human rights, the University of Guanajuato revealed the Protocol of Early Attention to Cases of Gender Violence, instrument that began its validity from the issuing date, May 13th 2016.

This protocol is the result of an intense process of consult led by the Committee of Equity and Gender from the University of Guanajuato, which had the task to analyze and integrate more than 400 proposals from members from the university community, representatives from the civil society and governmental entities, and also legislators and citizenship, who answered the invitation made by the House of Studies to participate regarding this important aspect of human coexistence.

The protocol constitutes one of the instruments of the institutional Program of Gender Equality from the University of Guanajuato, and has the objective to establish, plain and simple, the processes for the attention, orientation, accompaniment, following and channeling of people who present a situation of gender violence in relation with members from the university community.

This instrument includes protection measures, acting patterns, early attention plan, individualized security plan, follow up and channeling to sanctioning instances, among other subjects.

Its application, as marked in the protocol itself, implies a great institutional effort that comprehends the training of personnel, adapting of spaces and optimization of the installed capacity, among other elements.

According with the protocol, victims of gender violence, or a third party, could lodge a complaint in the window "UGénero", located in the facilities of the "Procuraduría Universitaria de los Derechos Académicos (PRUNIDA)" in Calzada de Guadalupe No. 40, Downtown, Guanajuato, Gto. The team "UGénero" is responsible for these complaints; it will be duly qualified in gender subjects, human rights, gender violence and intervention techniques in a crisis situation, and will have a professional formation in the area of medicine, psychology, legal or social work, preferably.

The protocol is available at www.ugto.mx/ugenero and it specifies that it will be applied in a) Acts between members from the university community, be that in University spaces or outside, b) acts done by people outside the University against the members from the University community, with independence from the place they are committed, or c) The cases of people who don't belong within the university community and resist gender violence from its members.

Both the Institutional Program of Gender Equality 2016-2019 and the Protocol of Early Attention to Cases of Gender Violence from the University of Guanajuato are part to a series of actions started by the institution towards encouraging the empowerment of women and encourage changes in the culture of gender –or at least diminish— the breach on inequality that persists in the current society.

It is important to mention that these documents will under permanent review and update, so they can respond to changes in the environment where they are applied.
