Guanajuato, Gto., June 22, 2016.- With a nice dialogue between the public of Guanajuato and the General Rector of the University of Guanajuato (UG), Dr. Luis Felipe Guerrero Agripino, there was "Charlas de Café" (Coffee Talk) with the subject "Transformation of the Constitutional Criminal Justice System."

This talk had place in the State Congress of Guanajuato, where they treated topic related with the current Criminal Proceedings, as well as its evolution and their changes throughout almost a century, besides solving doubts of the public.

During his participation, Dr. Luis Felipe Guerrero Agripino, said that the actual discussion is to talk about transformation of the criminal law in the Constitution and provoke the uneasiness of knowing what has been the transformation of the criminal proceedings, knowing what has occurred in these hundred, and what has progressed.

Within the examples, he mentioned the progress recently has when trying to re-socialize the infringer, he said that giving an education or occupation inside the prison, will not make him go out in the street like nothing happened, because now, it's not just that, but to talk about a re-socialization where the people does the judge's sentence and not the shame of his dignity.

Regarding sentences in the Penal Code and some discrepancies, he abounded the case where there is a condemn of 3 months to 1 year to whoever commits sexual abuse with violence, from 6 months to 2 years if the violated person is under age; and 6 months to 3 years if the person was abused with violence and also under age; declared "What is worse, abuse with violence a 10-year-old or sexually exhibiting in front of the minor? The first case for the Penal System has a condemn of until 3 years and in the case of exhibition until 6 years."

On her part, the President of the H. Congress of the State, Congresswoman Guadalupe Velázquez Díaz, thanked the participation and collaboration of UG's General Rector in the "Charlas de Café" made in the Congress with the finality to generate a communication channel between the citizens and this instance.

She added that this talk generates new knowledge for society and the congress people, who must seek to generate empathy with the citizens to work together and achieve a positive impact in the state.

To finalize the talk, Congressman Éctor Jaime Ramírez Barba highlighted that Dr. Luis Felipe Guerrero Agripino is the first Rector to sit in front of an audience to solve their doubts and dialogued with people. He assured that his commitment with society and his clarity in the topic is noteworthy. He added that this act, allows the parallelism the Congress needs with the University of Guanajuato.
