Guanajuato, Gto., June 24, 2016. The University of Guanajuato (UG) subscribed a collaboration agreement to establish an Institutional Network regarding Human Rights, that plans to make activities such as research, teaching and joint publications with other institutions, as well as the formation of human resources, with the purpose to contribute –form the Academy—to the consolidation of a culture of respect for the human rights.

Such agreement was also signed by representatives from the National Commission of Human Rights (CNDH for its acronym in Spanish), the Universidad Autónoma de Baja California Sur (UABCS), the Universidad Autónoma de Campeche (UAC) and the Universidad Autónoma de Tlaxcala (UAT).

Gathered in South Baja California, authorities from the mentioned universities and CNDH signed a specific agreement of collaboration to create an Interinstitutional Master degree in Human Rights.

Response to a social demand

While speaking about the importance of this act, the General Rector of the University of Guanajuato (UG), Dr. Luis Felipe Guerrero Agripino, affirmed that the great transformations of the country are not only achieved by decree, they require a great permanent effort of wills and a shared vision; hence, the importance to assume the defense of human rights in educational institutions from different points in the country.

In his speech, he referred to what he considered one of the biggest crisis of our country: the distrust of the Mexican society in the institutions. However, they still trust in the public universities, which implies a great responsibility. Regarding human rights, besides assuming them as study objects, "we must set the example of how human rights are evident in our House of Studies, because we will only be legit to assume such a critical position" he sentenced.

UG's General Rector sustained that the education is a great factor of transformation of our society, but to achieve it they need collaboration networks, therefore, "all universities require to share strengths", reason why he celebrated the signing of this agreements, which answer the demands of a society to which the public universities owe.

Agreement to create an Institutional Network

The Interinstitutional Network of Human Rights has amongst its objectives, to make academic, research and specialization activities on human rights in matters of children, women, disabled people, public security, penal system, violence, and in general, themes related with human rights from vulnerable groups.

The agreement was signed by Lic. Luis Raúl González Pérez, from CNDH; by Dr. Luis Felipe Guerrero Agripino, UG's General Rector; by Dr. Gustavo Rodolfo Cruz Sánchez, from UABCS; by Lic. Gerardo Montero Pérez, from UAC and by M. Rubén Reyes Córdoba, from UAT.

For the adequate development of the activities referred to the agreement, there was an agreement to create a Technical Commission, which is integrated by Dr. Julieta Morales Sánchez, General Director from the National Center of Human Rights (CENADEH for its acronym in Spanish); Dr. Teresita de Jesús Rendón Huerta Barrera, from UG; Dr. Alejandro Sahui Maldonado, from Universidad Autónoma de Campeche, and Dr. Luis Armando González Placencia, from the Universidad Autónoma de Tlaxcala.

As honor witnesses in the signing participated, the Governor from the State of Baja California Sur, Lic. Carlos Mendoza Davis; the President of the Directive Committee of the Mexican Federation of Public Organisms of Human Rights, M. Felipe de Jesús Martínez Rodarte and the Sub-secretary of Human Rights from the Government, Lic. Roberto Campa Cifrián.

They'll create an interinstitutional postgraduate

Regarding the specific collaboration agreement to develop and teach the educative program of the Interinstitutional Master degree in Human Rights, they agreed on creating an Academic Committee for the adequate development of the activities planned in the document.

Such committee has a representative from each participating institutions, and is presided by a Technical Secretary, who in this first occasion will be Dr. Luis Armando González Placencia, who will be in charge for two years and will be the Coordinator of the Educative Program. In the successive, who occupies the position will be determined by the committee.

The creation of this postgraduate is considered pertinent, since all the higher education institutions form the new generations of citizens "that will give life and meaning to a more just and equal society", such as the Rector from the Universidad Autónoma de Campeche expressed in his speech.
