
Irapuato, Gto., July 27, 2016.- With the objective to establish projects that promote and execute actions and mechanisms to promote the wide diffusion of the nation's environmental problems in general and the state of Guanajuato, there was the signing of the Collaboration Agreement in the matter of Applied Research between the University of Guanajuato and the Council from the basin Lerma-Chapala.
This agreement contributes to the creation and encouragement of an environmental culture, where the guiding axis are water and forest; both instances will coordinate the elaboration of the work programs supporting in those groups or specialists that considers necessary.
This signing was held within activities of the XIV Session of the Council of basin Lerma-Chapala where UG is part of, at the same time the representing vocals from the federal, state and municipal governments, users of "Aguas Nacionales", Academic and Organized sectors; encouraging the installation and oath-taking of the Commission to follow the Hydraulic State Program of Guanajuato.
With this agreement the students will be able to participate in the elaboration of executive projects oriented to the sanitation of shallow waters, aquifers recovery, preservation of forests and agro-alimentary development reducing the water consumptions.
During this ceremony, representing the General Rector of the University of Guanajuato, Dr. Luis Felipe Guerrero Agripino, the Rector of Campus Irapuato-Salamanca, Dr. Ernesto Alfredo Camarena Aguilar said that the personnel from the university of Guanajuato, composed by a multidisciplinary work team, has the capability to participate the basin's problem and create solving strategies.
He assured that among the substantial functions there is the social responsibility that UG assumes in its mission to address the needs of immediate ambiance; and as an example in the hydric subject they make studies on water pollution from the Lerma River, Yuriria's Lagoon, La Purisima dam, and socialization programs in watering projects, besides having students of the social service for the sustainable handling of water.
On his part, the Technical Secretary of the Council of the Lerma-Chapala basin, Eng. Jorge Malagón Díaz, spoke about the instatement of the Council which derives from an enormous necessity of the zone where the founding topics are sanitation, efficient use of water and conservation of the environment.
He added that through last years the Council has evolved by having a greater impact in water treatment of the Lerma river, where the culture of the appropriate use of water was promoted, there have been analysis, the draught has been defeated, and there is the fundamental topic which is the adequate distribution of the water from the Lerma-Chapala basin, which covers 5 states in the Republic with a region of 55,019 km2, from the origin of Lerma river until its river mouth reaches Lake Chapala.
Finally, representing the State Governor, Lic. Miguel Márquez Márquez, the Secretary of Rural and Agro-alimentary Development, Lic. Javier Bernardo Usabiaga Arroyo said that in the topic of water, we need more openness and responsibility, as well as knowing the value of this resource, since Guanajuato pretends to use this vital liquid and guarantee its sufficiency for next generations.
He added that in subject of right of water there is lag and offered that the registries of the public of water were federalized, to provide a prompt and expedite answer to the demand of the users and have immediate answers to the hydric problems.
In this session were present the Municipal President of Irapuato, Arch. José Ricardo Ortíz Gutiérrez; the President of the Council of the Lerma-Chapala basin, Arch. Jorge Jiménez Campos; the President of the General Assembly of the Users of the Council of the Lerma-Chapala basin, Eng. Ramiro González de la Cruz; the Director of Water, Sewage and Sanitation of the Organism of the Basin of Lerma Santiago Pacific; and State governors.
